Prob got dinged by another coin sometime in the last century while jingling in who knows how many pockets

Sometimes a hit is placed just right so the metal moves and mishapes the letter. After awhile the surface color changes to match everything else around it.

To CCF! It's Post Strike Damage (happened after it left the U.S. Mint) Those are dings from other coins smacking into it.
