Pretty confident this is Machine Doubling or the result of Die Deterioration / die polishing, but I've never seen it on Kennedy's face so just in case ...
That is Machine Doubling. A loose die will do that. We sometimes call it "die chatter". Motion of the die scrapes the details of the coin causing that doubled look.
Something else of note is the weakness on the nose. The bridge and the tip of the nose the devices are weaker in that area. The result of heavy cleaning from a clash. The letter above the nose also show extreme die wear like the die is in the LDS/later die state. This doesn't having anything to do with the die movement lines your seeing, but brings up another point. If the die was that later die state, doubling could even been worn away by the wear on the die. I'm not saying this ever was a doubled die, but if it had been the later die state may have worn the doubled devices by the time it got to the die state. (unless it was a strong as the huge 1955 Cent then it would probably still be seen.)
