Really hard to tell because your image is rather small. Enlarged the pic to 800x and it looks like you have a die chip on the "9". Can't really tell what's going on with the "5".

Not a Doubled Die Obverse. The devices are normal in size.

with "E-n-V" the 9 look like got hit and make it look DD but the Devices is not big enough to ID that DD. Enlarge the pic might make it difference with people opinion. All the Masters(not me) will help you learn.

Looks like a die chip on the 9 and damage on the 5.
