My guess is it was once on a concrete walkway or other hard surface. Early stages of "road kill".

It's heavy Post Strike Damage (it happened after it left the U.S. Mint). It was in a parking lot and it got run-over by cars. Worth face value, since it's only damage.

Why does it feel smooth and you cant feel the holes feels normal

Because it's been damage. The metal was pushed over and flattened.

I can't answer why it feels the way it does because I can't feel it (post-damage circulation wear?). Otherwise, it is obvious that this coin was pressed against concrete. The highest points on the design are affected the most meaning it was damaged by a hard, flat surface such as a sidewalk.
