I found this the other day. I cleaned it and the color stays the same. Any insight would be helpful. Thanks.

This isn't an error. This is called Environmental toning (Environmental Damage). It was outside in the environment. This is Post Strike Damage (happened after it left the U.S. Mint).

Check the edge of the reed area. If the color is darker there than on the obverse and reverse, the color of silver will come back in circulation. If the cladding is really missing, the devices are usually weaker. Normal on outdoor finds.

can you get the weight? If it were missing the clad layer it should be slightly underweight. It was still fully struck too which leads me to believe its been permanently browned from the environment

Environmental toning or somebody painted it. Notice the color is already wearing off. I would have given it the sniff test to see if it smelled like motor oil... or perhaps it was filtered out from the local sewage plant. Just sayin.

If it was a missing clad layer (which it's not) and you cleaned it you could have potentially thrown hundreds of dollars away.

Don't clean coins.

Look at the zillion topics covering acetone use, which is acceptable.
