I think you will find it a grease filled strike through (notice how wide the letters are)PLUS an over-polished die due to a very heavy die clash. RED circle shows how vigorous the polishing was!

The area circled in red appears to be lower than the fields on the rest of the coin. This would make it part of the struck through event. If it were from abrasions to the die then this area would be in relief of the fields.

It was Struck Through Grease. It's not a Adjustment Strike. If it was, the rims would be weakly struck. http://www.error-ref.com/struck-thr...-grease-oil/

In order for this to be a thinned planchet, the rotation of the dies would have to be 180 degrees off. Both sides show weakness at the tops of the coin area. But if this were a thinned planchet, the rim would also be weak:

That is not the case on this coin. So I'm thinking the weight will be normal, and all an issue with Struck Through Grease with an abrasion area on the reverse field.
