Looks like Die Deterioration Doubling, caused by a worn die. I can see some die wear going on the obverse. http://www.error-ref.com/die-deteri...on-doubling/

We'll need to factor in the coin wrapper damage. Starting clock wise from about 3:00 skirts through the MM, follows along through the date across "TR" and "IN" through the IGWT motto and takes out the lower "L" and "I" in Liberty.

The MM and motto shows a bit of potential Machine Doubling or something more. I'll need to find some reference to counter the overall. Thanks, Doug.

Hold on to it for bit longer. My eyes are tired and yet looked for references. Sure some with more knowledge on quarters will check it out soon. I need a few + hours of sleep right now. Thanks, Doug.
