The lamination is at the date but I also noticed a weak strike in the same location on the reverse. Is this normal? The coin weighs 3 grams

First, it's not normal. No coin should look like that. Second I believe it's a legitimate mint error, not PMD. Now for the most important part. What is it and what caused it? I'm not an expert. I don't think it's a lamination. Looks more like some type of struck thru. Others will chime here.

Other then that, it's a nice looking coin and very interesting find! !

Lamination and with the weakness being opposite of it, it had to happen pre strike.
