Under the annealing errors section, a few numismatic articles are referenced. Sorry that I can't provide hot-links for you, but maybe someone else has those.

For me, I would always assume that unusual coloration on a modern coin is due to environment or chemical exposure unless I can prove otherwise that it is due to improper annealing.

It's not a Improperly Annealed Planchet. It's Environmental Damage, from being exposed in the environment outside. It's Post Strike Damage (it happened after it left the U.S. Mint).

The color would not wear off on an annealed planchet. The planchet is now that color, I don't think it wears off. A coated coin with environmental damage with wear off in circulation.

@coop is on it. If it were improperly annealed, the dark color would run completely through the coin and not wear off from circulation. Your coin shows the stain worn off on the high points and the original nickel color showing through.

It's a spender.
