That's just damage on the "2" of the date. It's Post Strike Damage (it happened after it left the U.S. Mint). The "Doubled Rim" is called a Rim Fin. http://www.error-ref.com/finning/

The 2 seems to have been damaged after strike.

Double rims have a several ways of developing on coins. Some are common and some not so much. The one I find most interesting are the ones produced by a wide collar issue.

I also like a good Rim Fin as well. Ones with a unique unquestionable upward spread due to the coin metal squeezing into the thin gap between the die and collar. Thanks, Doug.
