A while back I found a 1986D cent in circulation that just didn't look right in that the D looked really low and kind of slanted. I might just be crazy, but what do you guys think?

There is no reeding on the edge. Do you see the wrinkles in the mylar from the 2 x 2 holder?

Looks like another one I found one time.
1986-D-Cent
Till 1989 the mint marks were hand punched into the dies. They can fit in anywhere on the fields and sometimes over themselves as they had done, they may not exactly hit right over each one/turned a little/or too close to a device and need to be moved. The two we found aren't RPMs, so they would be classed as just a low mint mark. Not extra premium. They do catch you eye when searching cause they are so low.

Sure fooled me. Since they still hand puched the mintmarks on to the dies in 86 tilted and slightly off in all directions were the norm.

I think coop said it the best. I believe it is just a "low" mintmark. It is not an error. From what I understand, starting in 1990, they did not hand apply the mintmark. You will not see this on post 90 Lincolns. As to the scarcity, have no idea. The die life of that particular coin would dictate the number out there.
