 A clearer photo will be necessary here. It's too blurry to see what is going on with this coin. Try using a cell phone camera on the edge of a stack of books, with the coin (and books) on a flat surface. That usually produces a fairly decent image.

Hard to tell exactly from that photo but they could be trapped gas bubbles.

Someone(Johnny?) used a lighter to heat it up. The copper heats up different than CuNi cladding, this is the cooled effect.

 To CCF! That is heat damage, from being heated up with fire. It's Post Strike Damage (it happened after it left the U.S. Mint). It's worth face value.

 With the clearer photo, this looks like a blowtorch special. It's still worth a quarter, but definitely headed for the coin recycling bin when a bank takes it in.
