I am hoping someone can tell me what is going on with the edges of this quarter? It seems the image on the back comes right through where it should say states?

It is damage- someone squeezed it in a vise or with pliers

I agree with biokemist6. The damage was done long ago and then the coin circulated wearing the high spots down.

I also agree, a long ago damage where the coin was squeezed. It probably was, as suggested, a vice or pliers.
