That's Die Deterioration (die wear), caused by a worn die. The die was in a Very Late Die State (VLDS), when it struck your coin. Just a die that was showing its age, breaking down, and was almost ready for retirement soon.
Obverse seems a bit misaligned. Are the reeds normal all the way around the edge? Later die states don't typically add value, but does add character. Thanks, Doug.
A die only lasts a short time. Sometimes for one million coins or less. Can last for days or hours. Depending on how long it is used. So we are taking die age, not coin age. The 1985 dimes are posted a lot here. Same issue. Weak strikes.
