it is called Plate Disturbance Doubling or PDD

It would be called doubled die,not double die. But your coin has plating disturbance doubling.

What does LIBERTY show? If it looks like that on the same side, then it could be PDD. If is is on the left side of the devices, it could be a Die Deterioration issue?
