This 2017-P is either bad planchet or struck through debris. The area on top of Abe's back and the date are both indented.

Looks to me like a common ragged lamination.

Zinc cents don't laminate. The foil peel off/gets struck onto the plating. This one looks like some debris on the die. (Grease with grit) At an angle, I wonder if it feeder finger debris?
