It can be uncirculated or it can be proof, it can't be both. And if it is a silver proof the value will also depend on what date it is.

Common dates like those in the 1960's can trade just above melt.

A 1950 will trade for much more than melt.

It would be easier to answer if you ask a more detailed question ...

It can indeed be both. A proof coin that has never seen circulation is simply a proof coin. A proof coin that has seen circulation is often referred to as an impaired proof.
