Sure looks like a planchet, but from what I do not know. Was in with a bunch of Lincoln Cent unstruck planchets.

Does this thing have a rim formed on it, or is it just me?

It has a proto-rim, caused by an upsetting mill. So, it must be a planchet intended for striking. For what it was intended is the question!

It should be slightly smaller than a cent. (After the planchet is struck, it widens out to fill the collar.) The mark on the planchet looks like damage.

Definitely not a US cent as it is just shy of nickel diameter. As noted in a previous planchet thread it would seem that these expand a little when struck so probably meant for a coin with a final diameter of 21mm.
