1919 Lincoln Wheat Cent 9 Over 7?

Ok, here is hopefully my best find so far. The last digit of the date, 9, appears to have the top horizontal line of a "7" sticking out from underneath it. Please give me any and all opinions. I am super excited over this. Rare? Valuable? Or is this something I am completely misinterpreting?

Something you are misinterpreting.
There is no such coin as 1919 over 7.

What is the mark "under" the 9 then? It looked like a 7 to me. It confused me. I thought to myself, why would the mint stamp over a 2 year old coin.

You thought right, the Mint didn't.
After nearly 100 years, anything could have caused that mark.

Overdates are not caused by striking current year coins over older coins.

Overdates are caused by using a die from a previous year to make one for the current year (over simplification).

Or a small struck through debris error. I think I see the rest of it on the top of the '9'.
