Lugdunum is simply the roman name for modern day Lyons - the latin and modern names for cities can be used interchangeably and it is very easy to trip up on them.
The die axis is not fixed for roman coins and can usually be discounted (though if you look at PAS listings, you will find they are always listed anyway). They made coins very rapidly, not concerning themselves with centering and die axes. The number of errors and mis-strikes that escaped the mint is testimony to their somewhat lax attitude to quality control.
