Assuming that this region is raised above the surface of the coin, it could be the transfer of the obv pattern onto the rev die from a clash. The best method for confirming this is to create an overlay and see if any details line up. If not, then it should be a die chip or perhaps a little dried, clear glue. My money is on the die chip, but it will be interesting to see what others think.
