This looks to me like part of the front leg of the R peeled to the side on the strike, because it looks like it is attached and not a die chip...but...I could be wrong. Any help is appreciated.

It is a die chip. Note how it rises above the devices. It chipped deeper than the devices, thus why the center chip is taller than the devices. Also if this was a miss hubbing, the rest of the devices would also be altered. Just a die chip.
