Within tolerance for a normal half dollar. If it was missing one clad layer it should be closer to 9.5 grams, both layers 8.2 grams and missing both layers the detail would be weak and mushy due to the excessive thinness of the planchet.
See the silver in the pock marks on the obverse. The cladding is there. In time in circulation it will reappear on higher spots. When they are missing the cladding, the weight drops and the red color doesn't fade. Also the strike is weaker because of the missing thickness.
When they are just altered from being outside, the strike is normal: Side by side with a missing clad on the left and an enviornmentally challenged coin on the right.
