Cleaned? Grade? Note - these are the sellers photographs. I haven't received the coin in hand yet.

Photos don't reveal much about the true color, I'm guessing, so it's tough to judge whether it has been cleaned. Blotchy reverse is noticeable, as is the stain (?) in the upper obverse field, which might suggest a prior cleaning effort. Certainly AU-58 or better sharpness.

MS details, cleaned. The reverse shows white spots where something dark has been removed.

With the potential value that it has if it has original surfaces, I wouldn't accept it if it's not slabbed.

Appears to have some wear, so I go with AU-55. The copper-nickel composition of these can create a whiter color, so I don't have an opinion on cleaning.

Thanks for everyone's opinion.
I looked at several examples of slabbed UNC - Details (Cleaned) FEC's prior to purchasing, and none of those examples showed the same type of blotchy white spots. They showed more of a uniform dull dark color. I went ahead and messaged the seller and their response was:
I don't think the spots automatically mean a cleaning. Lots of straight graded certified coins have spots. The spots could have to do with how the coin was stored, or the mixture of the metals in the planchet. As far as my opinion...I can't make a guarantee on way or the other. Even the opinions of the PCGS graders vary from day to day so I can't tell you what they're going to think. I can tell you that I only like nice original coins in my collection and I'd have no problem putting this in my collection.
I'll wait until I can examine the coin in hand and post more pictures then. If it appears to have been cleaned then I will return it. Otherwise, I plan to send it out for grading.

He'd make a good politician.
