hi,i see the 9 seems to be inflated, and maybe liberty, is this just normal,or maybe an error of some kind

Seems to have been cleaned a lot during it life. But it looks like the last digit and the LI on LIBERTY is suffering from a Struck Through Grease issue. If the devices appear wider, it is from the die being partially blocked not allowing the higher points of the devices to show.

The die may have been wiped down and moved grease into the outside edges of the die.

This is actually die deterioratiom. The second 9 of 1929 , especially the issues from San Francisco, have this issue.
On some dies the tail of the 9 becomes a huge paddle. I have really wanted a nice high grade example but every time one pops up on the bay my account says don't you dare !

Looks like Die Deterioration and circulation wear flattening the 9.
