I think it is metal from the outer rim that has folded over onto the field. Damage doesn't look like that. This is extra metal being where it is not supposed to be. There is an outer taper/bevel on the rim that corresponds to the location of this extra peel. More pics would help, though.

I agree with spruett001,except that if you weigh it it would not weigh more than normal. Not extra metal,normal amount of metal just moved around.

Or it might be a struck through debris on that area and is moving around a bit.

I don't see anything on the obverse that would suggest this is PMD. From the reverse photos, the edge near this appears to have taken a knock, and it shows a slight camber, but not nearly enough to explain the embedded / added metal. The relative lack of damage to the rim, corner of Monticello, the "A" and mint mark also suggests this occurred during the minting process.

Really interesting coin!
