The coin appears to have been dipped and not properly rinsed creating the blotchy spots, but it should not have caused the coin to grade altered surface. A acetone bath will likely not remove the spots.

I'd guess the "frosting" on the obverse portrait is the result of a "paint job" by a coin Doctor. Result = "altered surfaces"!

Update! Anacs said "did not meet customers min grade" It's in an icg ms64dmpl I stated a 63dmpl and 64pl min grade. This leads me to believe that I should re-submit..I also got a new phone with a camera that is 10x better so I will upload photos asap

based on your blow up photos there are round spots and blotches on the fields indicates to me that some type of liquid was used to clean up the surfaces. most likely the cause for the designation

 chemically treated at some time in the past, most likely a coin dip like Jewel Luster or EZ-Luster, etc. and not rinsed properly directly afterwards, the splotchy toning appears from where the offending substance was no longer there and toning stared up again.

I wouldn't waste my time/money resubmitting unless the residue can be removed.

Should I crack it out and try an acetone bath? Does anyone have experience? This was my first ICG coin purchase and I paid a pretty penny for it. I'd like to salvage as much of that pretty penny as I can lol

PCGS is where you want to send it if you're trying to maximize the value
