All I see is 19 too. 20 something maybe. The black and white picture idea sounds promising. Maybe even wipe the obverse with a wet paper towel and see if things look any different.
I enhanced your first photo as much as I could. It's clearly 192x, but the last digit appears to be too small to be a "6." (The "6" on 1926 cents was awkwardly large.) I'm leaning toward 1925, though honestly it probably is 1-9-2-far-gone.
