Can someone explain what this reverse is? Was this done with some process involving the mint or for some other reason with an unexplained covering?

I just thought that possibly some organization may have produced a limited amount of these which could categorize it as a collectible specimen?

The material seems to be attached very well. However if a pin, for example, is pushed onto the surface perpendicularly an indentation will occur but not a hole..

Looks like it was glued to something with a pattern and then the pattern transferred to the glue. Wallpaper? Inlay on furniture? Pattern is very intricate.
