Unlikely. Few of the "bar under L" doubled dies are angled at all. Mostly they are quite flat to the bar or, in a number of cases, kind of bulge like. But not angled. Yours looks like something I see quite a lot of which is some combination of die flow with Die Deterioration. Really common in 1964 and super confusing given how many doubled dies there are right there.

if you look at the first pic , the I shows a shadow of md , and inside the b is shelf like . sorry , good luck and happy hunting I have a lot of them too !beauty is in the eye of the beholder , save it if you like it.

Note the other devices on that area. Note the heavy die flow direction on these. So it may or may not have been there before die wear has set in? But it falls in line with the die flow direction on the coins die on the other devices.
