That is caused by a plating failure, of sorts. Every circulation US cent made from 1993 to the present is copper-plated zinc. Contaminants can make their way between the zinc and copper in the process and create bubbles, sometimes big and sometimes small/numerous.

A similar texture can be caused by Die Deterioration and is called "orange peel." On earlier cents (made of 95% copper) that is the likely answer. On plated cents, it could be one or the other, or both!

Well now for the real story. The copper plated zinc cents started in 1982 and continued till today. But the issue back then was they cut the blanks, run through the set up mill and then plated them before striking them.

Well during the process, they did not realize that they were not looking very nice and had a lot of raised areas on the planchets/coins. Well they determined a few years later that the issue was zinc dust on the planchets, that needed rinsed off before the plating. Later on they added that step in, the issue was as bad. You do find some now and then. But nowhere near what they back in the early 80's zinc cents.
