That is caused by a plating failure, of sorts. Every circulation US cent made from 1993 to the present is copper-plated zinc. Contaminants can make their way between the zinc and copper in the process and create bubbles, sometimes big and sometimes small/numerous.
A similar texture can be caused by Die Deterioration and is called "orange peel." On earlier cents (made of 95% copper) that is the likely answer. On plated cents, it could be one or the other, or both!
