@jpmind, that is perhaps a Rim Fin, but could you also please post an edge or oblique of that area. I want to confirm that there is no corresponding flat spot which pushed up this metal on the rim. Thx.

Looks like some sort of damage. PMD
Can't see how that would happen during the striking
of the coin when it was in the collar.
