Machine doubling. Note the affected areas are on the outside edges of the devices. Note a doubled die. Doubled dies are enlarged in the center. When you look at the edge of the devices all you find it Machine Doubling and Die Deterioration.
I know this is not the same year, but this is what you should be looking for on a doubled die. Devices that show spread:

Look for the spread. Enlarged devices that look like they are over inflated like the ones I posted.
