I'm leaning towards Valentinian II.

@echizento I went through the wildwinds image gallery for Valentinian II, none match remotely.

A quick check of LRBC shows that the SALVS REIPVBLICAE / SALVS REIPVLICE type, Victory left with captive, christogram in l. field, was struck for Valentinian II, Theodosius I, Arcadius, Honorius, Theodosius II and Johannes. Portraits were quite formalized at that time. I agree with @echizento that Valentinian II is as likely as any. With a sharper obverse image, a single letter or two might make the difference.

Helpful hint
When photographing a dark coin use a dark background
The camera is reading the lighter areas and adjusting for that
With a darker background the camera will make the correct light reading and the details of the coin will become more visible

I tried fixing the photos a bit to see if there was more detail available on the coin.

Hi, according to Kushanshah, but only to say that the symbol seems to be a -staurogram- (greek letters tau -T- and rho -P-) that represents Jesus on the cross. The Christogram represents the name of Christ (letters Chi -X- and Rho -P-).

It is not only for more accurate description but for with staurogram we can reduce the possible mints to Rome, Aquileia, Tesaloniki and Cyzicvs (cheking "La moneda del Bajo Imperio Romano" Eladio Gutierrez Casaos, 2008), although for this coin we can,t read its mint.
