Is it a double die on the 9,8 and 7?

What you are seeing is Die Deterioration. Note also the mint mark is showing the same thing? When a die wear, the devices move towards the closest rim. You might see the same thing on the LIBERTY area, but on the side of the devices closer to the rim. Also on the motto, you might see it on the tops of the devices. It is die wear. On a doubled die, you will note the spread (enlargement of the devices) on the center of the devices and not on the edges of the devices. IE:
1987-D-LMC-Was-Looking-For-D/D-RPM-But-Found-This!
Note the top image of a normal date for that year. Then note the lower image how the devices are enlarged on the centers of the devices. (not on the edges of the devices) Hope this helps.

Also note on the '8' how the right side of the lower loop is thicker than the left side of the same device?

You also have Split Plate Doubling on the mintmark as well.

But see you learned something. You learned about Die Deterioration Doubling. So when you see it again, you can move past that coin on to the next potential collectable.

The correct term is doubled die not double die. In your title you put D/D RPM,are you referring to the RPM being doubled? If so,that would be a RPM not a doubled mint mark.
