Looks like Die Deterioration Doubling, caused by a worn die issue, from striking a ton of planchets at the U.S. Mint.

Also the reprocessing (plating of the coin) pretty much removes the value for this coin. Collectors prefer the original surface finish. Non collectors think they are a great coin. (but they link shiny stuff)

I'm not sure why but a great many of the reprocessed steel cents have that doubled appearance on the date. I think it somehow comes from the processing they do to the coins to remove the old plating and/or corrosion before they replate them.

Well it is always on the side facing the rims. Which means it us die wear in that direction. I feel all the previous zinc was not removed, with a fresh shiny plating over the old zinc, it enhances what was left over that shouldn't be there. (Kind of like the zinc dust that gets plated over on the Zincolns.
