What can account for this where one side is about all gone and the other side is mostly preserved?

Abused with sandpaper on one side perhaps?

A while ago I posted a 1935-S Lincoln Cent which had a large difference in the level of detail between the obv and rev. I was told this was due to the reverse die being extremely worn, and this was typical of San Francisco mint during this period (Great Depression).

At first I thought maybe your Philippines coin was struck at a U.S. mint, but this is not the case.
Still, could this be a very worn obv die (combined with many years of wear afterward)?
