To me it looks like on the fields there was some grease on the fields. Probably the first coin struck after the grease was there. Thus the fields were protected from the strike. (thus the original surface looks a different color of gray) Eventually the grease will be moved into the deeper recesses of die preventing the full strike of the deeper devices. Note the area above the ME on Dime? You can see the metal was forced around that area leaving the the distortion on the field on that area. No premium for this. We see this less often as the time for the grease hasn't been moved yet:
