CelticKnot Bedrock of the Community United States 12822 Posts	Posted 05/07/2019 10:24 pm My guess is part of a teller stamp that looks like it goes under the eagle because the ink didn't stick to the iridescent ink of the eagle. Without closeups, that's just a swag. Report this Post to the Staff

I also read this, "My second guess is that the paper was wet when printed ..." . The BEP switched from wet to dry printing decades ago with the switch from 18-subject to 32-subject sheets.
