I'm sure this is worth no more than face but it looked interesting to me. I have no knowledge on the subject. What do you think? The black line goes under the eagle.

Odd. My first guess is a messed up counterfeit. My second guess is that the paper was wet when printed and shrunk non-uniformly as it dried.

My guess is part of a teller stamp that looks like it goes under the eagle because the ink didn't stick to the iridescent ink of the eagle. Without closeups, that's just a swag.

I agree with CK. Stray ink mark from teller stamp.

I also read this, "My second guess is that the paper was wet when printed ..." . The BEP switched from wet to dry printing decades ago with the switch from 18-subject to 32-subject sheets.
