So I'm not sure what to call this. It's not just a "flipper" because it reads the exact same upside down as it does right side up. I'm mostly into coins but my wife came across this and I told her I would ask for her if this is a sought after type of serial number.

It's an ebay thing and sometimes flippers do well, depending on who sees it.

That kind of serial number is called a rotator, and it does command a premium to the right person. Of course it would be better if the note was in better shape as well.

It also qualifies for a PMG fancy serial pedigree. Here's what PMG has to say about it

Aside from the letters being upside down on the top image, so are the number 1's.
