Not sure what to make of this but it was in with some of my grandfather's coins that he had and a lot of them are like this with a bunch of other types that could be errors or PMD?
Almost looks like an Encased Coin escapee. (If you have an Encased Coin: Don't remove them. [re]Why?[/red] Because then you have just a damaged coin. In the encasement, the damage doesn't show. So leave them there regardless of how nice they look. The rims are what holds them in the encasement. Removing them, shows the coin damage.
