Here I have a 1965 SMS Kennedy half still in its cellophane and below his eye there is what looks like a scratch that goes down to the edge of his mouth and the cellophane is still sealed no holes or scratches its definitely on the coin the rest of the coin is perfect how did this happen was it an error? or?

Looks like a scratch near his mouth. If it is, then it would be Post Strike Damage ( PSD). As the coins goe into the hopper, they can get banged around, scratched and dinged.

It's just a bullion coin anyway, so no big deal.

@cs, first welcome to CCF. Second, yes coins can be damaged after they are struck but before they leave the mint. Yours appears to be an example of this.

I agree that it could certainly have been damaged through handling at the Mint, but I don't consider 40% silver "bullion" coins.
