Is this a doubled die penny? How much is it worth?

Not a Doubled Die. A normal coin with no doubling. Only worth face value.

Why are the numbers raised and slightly to the south of the numbers?

@hf, it looks to me like the glare from your lighting may make it look a little like the date is doubled. This is especially evident in your last pic.

Your cent is normal. I see no type of doubling whatsoever.

What you are seeing is very common on the 1968-1972 cents. It is Machine Doubling. Machine Doubling also affects the doubled dies as well in very large numbers.

Note the yellow arrows pointing to the affected areas.
On the PCGS site, over 130 examples of Machine Doubling (like your coin were submitted and they were determined to be normal coins.

Here is a memorial for all the people who paid to have graded a normal coin with Machine Doubling. (yes, on a graded coin, the third party graders do not view Machine Doubling as anything but part of the striking purpose. It is the collectors who view it as a curse.) {I feel that way that I don't want a coin with it}

Your coin appears to be struck by mid to late die state dies. This can also cause Die Deterioration Doubling which can give the appearance of "thickened/raised" letters that extend towrds the rim.
Your coin seems to exhibit some of this as well.
