Good pickup! Your 1916 shows off the obverse redesign well. In 1916, the mint strengthened the word LIBERTY. Your coin overall has a bit of a soft strike, most noticeable with the date and some of the feather detail. Even so, LIBERTY is strong. On the reverse, the soft strike is most noticeable on the buffalo's beard and rear legs.
On the obverse, adjusting for the strike, hair, feather, knot, braid, and ribbon details are EF-40. On the reverse, adjusting for the strike, the horn is full but weak, the tail is worn, about half of the hair is visible on the back but just under 1/3 of the hair is visible on the head. There is some detail on the front left leg. Lettering is mostly sharp, except the usual spots on EPU. Overall, the reverse is VF-35.
The circular scratch on the obverse detracts from the grade, along with the strike. I would balance the overall grade to account for these at VF-35.
