It looks like it was once plated, and it's worn off in places.
Thank goodness it isn't the 1897 Snow-1

It looks like something was applied to the surface. Paint/nail polish/whiteout/Or something else that I haven't mentioned. But the wear on the higher devices and the coating remaining on the fields is normal for a tampered coin. The green stuff is corrosion/patina/left over copper polish. Its not a fake, just showing its age and what it has gone through till now.

Snow-1 is a variety for 1897. For some reason, a 1 digit from the date was punched in the neck, showing below as the base of the number. This is a popular variety, and an easy one to pick up. I found this at a show.

It's really an easy spot (click to enlarge) Start at Liberty's necklace and move up the neckline. See that knob sticking out?
