There seems to be evident scuffing on both sides (clearest on reverse). I'll say MS-62.

To me looks the obverse looks cleaned and retoned and the reverse low MS so I have no idea! I'll guess au58+

It looks like it's either double struck in collar (rotated about 80 degrees) or struck over another coin.
