The coin looked like it had circulation rub on the high points. Could not see any sign of cleaning from photos.

I'm not a fan of the toning on this piece. My first thought was questionable, and it appears to have reached the terminal stage at a few points close to and on the rims. That flat black at the periphery, and the 'water spots' in the toning are both red flags. If NGC saw signs of a cleaning while they had the coin in hand, it certainly explains why the toning was applied. I believe this piece could have as easily garnered the details grade for the questionable color.
