@LS, first welcome to CCF. Second, yes this coin has been damaged (not a mint error). You are seeing where the copper plating has been abraded, leaving behind the zinc core.

I have several of these examples--the more dramatic ones ones in 2x2s. Imagine a new shield cent stuck under a very heavy pallet, being pushed across a concrete floor--just one example. Post mint damage for sure.
