Have had this about thirty years mixed in with other possible error coins. Is it a planchet error or something else?

@CPK20, I see lots of damage: a punch at six o'clock on the obv, heavy scratches on the rev, and what looks like compression damage, perhaps from being run over or squeezed in a vice on both sides. There are some odd stripes across that obv which might have something to do with the alloy mix, but all that other damage overwhelms this part of the coin I think.
