I would say it looks genuine though would expect to see some sort of weakness in the strike to the opposite of the notch/ragged clip known as blakesley effect

It looks legit to me. Amazingly, this coin actually saw some circulation. It says something about how few people even look at pocket change.

there is a blakesley effect on the obverse directly across from the flawed area.the rim at the flaw is tapered. this is a legit ragged clip and a nice example. cool!

I agree it is a legit planchet error and no, T-BOP did not purchase it.
